<p>This  course is an introductory-to- intermediate level course and has the  overall aim  of making evaluations of humanitarian action more effective in  contributing to  the improved performance of interventions and to improve the quality of  the  evaluation process. This 3-day training course is based on an update of  the  ALNAP training modules. The course will also introduce some new  material,  specifically:</p>
<ul>
<li>on    joint evaluations: the rationale, experience and learning to date,  interwoven    throughout the training programme</li>
<li>on    evaluating policy as well as projects and programmes</li>
<li>on    innovative learning processes as part of the evaluation process.</li>
</ul>
<p><span id="more-1715"></span>Based  on ALNAP and Channel Research&#8217;s  experience of running training programmes on evaluation, this course  will be  open to evaluators, managers and users of evaluations. It presents an  opportunity for learning and exchange between participants from  different  backgrounds and who play different roles.  The course is facilitated by Channel Research, Margie Buchanan  Smith and  John Cosgrave. It will be held near Brussels.</p>

<p><strong>Advanced   Humanitarian Action Evaluation Practice and Ethics with ALNAP (Active  Learning  Network for Accountability and Performance in Humanitarian  Action)</strong></p>

<p>This  advanced training in the Evaluation of Humanitarian Action  focuses on dealing with practical challenges in evaluation. This is  the second advanced follow up  course on the training in Evaluation of Humanitarian Action. This  workshop is  for those with extensive experience of evaluating humanitarian action,  either as  an evaluator or an evaluation manager. It will provide an opportunity  for  participants to reflect on their own<br />
evaluation experience and to use  this  and the experiences of their peers to improve their own  work.</p>
<p>The  course will focus on areas which often pose challenges for  evaluators and evaluation managers. It will also equip participants with  a range  of evaluation and evaluation management tools and resources, so that  those who  wish can deepen their knowledge of Particular aspects of evaluation. The  course  will touch base on Real-time evaluation, joint evaluation, the question  of  utilization of evaluation and provide guidance on ethical issues in  evaluation.</p>
<p>The  course will take place close to Brussels and will be led by  Margie Buchanan-Smith and John Cosgrave, two humanitarian evaluators  whose broad  experience will ground the course.</p>

<p>The Paris Declaration (PD), adopted in 2005, lays down  principles and procedures for enhancing the effectiveness of aid and  specifies them in twelve targets supplied with monitorable indicators  and to be achieved by 2010. The quantitative assessment by the OECD of  the progress towards 2010 reveals considerable delays of donors and  partner countries. With the global economic crisis and growing concern  about climate change the targets of the PD have become a great  challenge.</p>
<p><a href="http://www.eadi.org/events/forthcoming-events/eadi-masterclass/implementing-paris-decleration-15-16-april-2010-brussels.html">EADI</a> in cooperation with the <a href="http://www.ua.ac.be/main.aspx?c=.IOB" target="_blank">Institute of Development Policy and  Management (IOB)</a> will hold a 2 days intensive training workshop in  Brussels for development professionals and practitioners. This training  workshop is part of the EADI Masterclasses.<span id="more-1659"></span></p>

<p>International development  evaluation is increasingly called upon to support evidence based policy  making in the management of development programmes. Growing public  pressure to secure better results from poverty reduction initiatives  have generated a high demand for quality and independent assessments  aimed at improved decision making in different countries, contexts and  cultures. Consequently, expectations regarding evaluators’ capabilities  are rising.</p>
<p>This summer institute course explores core concepts  and emerging issues within the rapidly expanding field of development  evaluation. It aims at laying solid foundations for the professional  growth of development evaluators, managers and commissioners. It  addresses:<br />
- The conceptual foundations and basic principles of  development evaluation; its purposes, products and uses<br />
- The  analytical and policy implications of development trends for evaluation  policies, programmes and projects<br />
- The available tool kits of  evaluation methods and techniques<br />
- The emerging guidelines and  standards for shaping development evaluation policies and practice<br />
-  The governance and management arrangements for development evaluation  and their implications</p>

- Have gained a thorough  understanding of the contemporary economic, social, political and  cultural context of development and the consequences for evaluation<br />

- Have an overview of the diverse approaches and methods  of international development evaluation.</div>

<p><strong>The Course Director:</strong><strong> Robert Picciotto: </strong>Visiting Professor at King’s  College, London, Robert Picciotto is former Vice President, Corporate  Planning and Budgeting, and former Director General, Evaluation, at the  World Bank. He is a member of the Independent Advisory Committee for  Development Impact (reporting to the UK Secretary of International  Development) and sits on the boards of the European Evaluation Society  and the UK Evaluation Society.</p>

<p>He has advised numerous  international organisations including the Council of Europe Development  Bank, the Asian Development Bank, the African Development Bank, the  United Nations Development Program (UNDP), the International Fund for  Agriculture Development, and the Organisation for Economic Cooperation  and Development (OECD).</p>

<p><strong>Saville Kushner:</strong> Professor  Saville Kushner teaches evaluation at the University of the West of  England, Bristol. He is President-Elect of the UK Evaluation Society.<br />
<strong>Georgie  Parry-Crooke: </strong>Associate Director of the Centre for Social and  Evaluation Research at London Metropolitan University, Georgie  Parry-Crooke is responsible for its postgraduate Diploma and Masters  Degree in Evaluation and Social Research.<br />
<strong>Murray Saunders: </strong>A  former President of the UK Evaluation Society and of the European  Evaluation Society, Murray Saunders is Director, Centre for the Study of  Education and Training at Lancaster University.<br />
<strong>Elliot Stern</strong>:  Professor of Evaluation Research at Lancaster University, edits the  journal Evaluation. He is a past President of the UK and European  Evaluation Societies.<br />
<strong>Helen Simons</strong>: Helen Simons,  former President of the UK Evaluation Society, is Professor of Education  and Evaluation at the University of Southampton and Honorary Visiting  Professor at London Metropolitan University.</p>

A  limited amount of places are available to PhD-students and young  professionals.</p>

<p>Monitoring and Evaluation (M&amp;E) is an essential component of international NGOs, NGOs and civil society organisations striving for greater accountability in their work. There is an increasing demand in the sector for staff to understand what M&amp;E entails, why it is so vital, and how to do it well and in a participatory way. This course will give a thorough introduction to the concepts and practical knowledge and skills needed by new staff, or staff new to M&amp;E. Participants will learn to conduct monitoring and evaluation activities that will help their projects and programmes improve accountability, learning and effectiveness.</p>

The focus is on building coherent, effective and realistic systems that will serve to improve organisational learning and accountability.</p>

<p>With increased pressure on delivery and accountability, the need has never been greater for development and civil society organisations to assess the longer-term impact of their work. This three-day course explores the challenge of measuring impact and attribution and provides very practical tools and methods.</p>
<p>Objectives of the course</p>
<p>At the end of the course, participants will:</p>
<ul>
<li>Have developed      conceptual clarity of impact assessment and its purpose</li>
<li>Be able to select      and apply appropriate methods and tools of assessing impact from a range      of approaches</li>

<p>Applicants can attend from one to four weeks. Participants have told us that they want the workshops to be longer and more in-depth, so this year we have increased the duration of many of the workshops. In addition to intensive learning in large and small groups, the program will be packed with special guest speakers, networking events, simulations with guest evaluation specialists, participant roundtables, poster board sessions and more.</p>

LFA serves as a powerful tool for identifying: inputs, assumptions for success, and indicators for monitoring progress and evaluating performance.  This course will be invaluable for anyone who needs to run, or participate in, any LFA process.The course presenter has extensive experience with LFA: having worked with a number of donor agencies (including Australian Aid, DANCED, the EU, and the World Bank) as well as with a range of NGO’s in a number of countries.<br />
