This paper makes use of incidents during two ODA funded evaluations of NGO programmes in Kenya and Burkina Faso, and a consultancy to a large Bangladeshi NGO. The idea of sustainability as self-sufficiency is criticised and the alternative of inter-dependence is spelled in terms of its operational consequences.
