The methodology of a participatory monitoring system is outlined as it was established by CCDB, the differences from conventional indicator based approaches are detailed, the fate of the system and related methods of evaluating its success are explored. Established in four CCDB project areas in March 1994, the system was replicated in three other areas in January 1995 and a further four areas in early 1996. From 1995 other NGOs (ITDG, Concern and Aga Khan Foundation] have also started to experiment with the methodology. This paper now includes contact address of all those people / organisations known to have replicated this design, with some variation to take local factors into account. Another version of this paper has been published in the journal "Impact Assessment and Project Appraisal", in September 1998.
