Monitoring systems occasionally incorporate elements of action research. A water and sanitation project in northern Bangladesh elaborated a Gender Analytic Framework to help organize public conversations on gender roles in household, village and local government. Trained volunteers facilitated sessions and recorded responses to 29 gender-related items in 988 villages over four years. “I myself went to see the Chairman!” [2] analyzes the change in gender role attitudes with the help of Rasch scales [3]. The tool achieves two things: It provides a summary attitude measure out of a large heterogeneous material. It thus makes gender attitudes amenable to analysis in terms of community baseline attributes, WatSan project inputs and pre-existing local attitudes.
