This course is designed for people with a practical, professional interest in building information systems for more effective learning and decision-making.
OBJECTIVES
The scope and content of Monitoring and Evaluation (M&E) has changed significantly in the past decade. It is now used extensively in all developed and developing countries to assess performance in both private and public sectors across a wide range of activities. Identification, accurate collection and rigorous analysis of performance indicators are considered essential for managerial feed-back and public accountability in the delivery of services.
The continuing challenge is to develop systems that serve the needs of process and bottom-up approaches to development activities, using combinations of formal survey and participatory techniques. The course in 2009 has been designed to also take full account of current demands that M&E be concerned with institutional relational analysis alongside more conventional activities analysis.
The annual ODG Monitoring and Evaluation course still contains all the elements evaluated as most successful by more than four hundred development professionals who have participated in the course since 1981.
The overall objective of the course is to provide participants with the skills, tools and concepts which they will need for both their present and future work in specifying and implementing cost-efficient M&E systems to support more effective decision–making across the whole range of organisational and sectoral settings.
COURSE CONTENTS
In addition to the inputs of expert practitioners and the use of case studies, the course is structured to encourage participants to share their ideas through small-group work and the preparation of a work-related project
The main four-week course will cover:
• Concepts and definitions
• Economics of information for effective management decision-making
• The role of information systems in organisational structuring and public sector reform
• The analysis of institutional relationships and stakeholding
• Design, analysis and critiques of logical frameworks
• Data collection (both formal questionnaires and semi-structured participatory methods/focus groups)
• Sampling methods and choosing sample size
• Field management of data collection
• Data analysis and attribution of intended impact
• Reporting, communication and follow-up
The course is supported by visits to, and visitors from, outside organisations with relevant experience and skills.
COURSE DIRECTOR
Dr John ‘Jock’ Cameron has been a member of DEV/ODG since 1972. He has worked in Africa, Asia and Oceania as a consultant for UN (FAO and ILO), regional (the EU), governmental and non-governmental organisations. Highlights of his M&E consultancy work have been evaluating food and nutrition programmes in Ethiopia and South Pacific countries; evaluating performance of non-governmental organisation programmes in Ethiopia, Ghana, Nepal, Palestine and Pakistan; designing information systems for observing livelihoods in Bangladesh, Burma, Nepal and Pakistan; and training for improved information collection, decision-making and wider dissemination by the Indian milk co-operative movement, Sudanese NGOs, Malawian government economists, Eastern European governments in transition, UK NGOs and the Community Fund, and the East Africa Statistical Training Centre in Tanzania. He has directed the ODG annual Monitoring and Evaluation course eight times since 1982. He is enthusiastic about the current changes in M&E towards more accessible participatory process, institution relationships focused, and quality-oriented information to inform decisions, but hard-headed about the need for accurate data and rigorous analysis to inform development policy.

Iam from Uganda and working with a consulting firm which has an M&E section.Would have loved to do the course online(electronic study). So, cant you improvise any means for those who cant afford reaching you physically.Otherwise,it would be better if you think in alternative angles, for the betterment of poor but interested Africans.

This i wonderful coures for many of us African who desire to get this kind of training but do not have the money to do so. I am in Liberia a country destroyed by some wicked Liberian for their own benefit while the entire nation continue to suffer during and even after the 15 years of massive destruction of lives and properties, corruption still is the order of the day. Some of us would love to be part of this training to return home to help our nation solve this problem of intensional mismanagement and rampant corruption. Could you please help talk to EU to help train me? I promise to return home and help my people. Am a Ugandan citizen based in South Africa and currently engaged with consultancy work on trainning and Evaluation despite the despite that i happen to have have had just ashort stint training on monitoring and evaluation at Islamic University in Uganda in Project planning and Management.My humble request is there any way that organisations like this can arrange even correspondence courses for people to attend as it is only the University of Capetown offering such acourse and it is vey expensive.
I would liketo support my country Uganda if igot such skills.Uganda is one of those countries receiving development grants from IMF and world bank.
Ibelieve such skills can help in bringing value for money to the communities and the government aswell.

I am highly delighted to have seen this proposed course but I became week and feel sorry for my self because assesment of course and accomodation fees is dfinately a big challenge as earlier indicated by my clleagues above. I work for the high risk group(CUSTOMS-PARAMILITARY)in Nigeria and my center is one that is currently running PMTCT,HCT,RH,ART AND DOT PROGRAMMES which I am the monitoring and Evaluation Officer reporting to Fhi-Ghain and other deverlopment partners. Iam oppotuned to have my have my capcity build by fHi-Ghain but that is not enough. i can afford availing my self for the course if invited. I am an Ethiopian working for a development project in one of the NGOs and based here in Addis. I was working on developing a database or a computer based monitoring and evaluation system recently and was looking for additional technical support/expertise to enhance the performance of what I am doing. I was searching on the internet and I stumbled upon the ODG’s short term course MIS for M+E. I said to myself “Wow…that exactly fits what I was searching”. However my excitement was short lived. Iam a rwandese by nationalty. I work for the Rwandese Local Government Authorities Association(RALGA). I am the M&E officer in a project working within RALGA which aims at promoting the reproductive haealth and family planning programs and the fight against the HIV at the local level. I think that the training would be very usefull both for myself and for my employer since It can provide me with more capacity to analyse data and operate a number of actions that can help to have a better use of them and have better proposal of further project adjustments.

Monitoring and evaluation is a discipline and a course that has not been given priority in my country be it in public service. it’s an exercise that should be put on the forefront of every company and government institutions because of it’s outstanding benefits such as ensuring success of projects, developing lessons from project experiences and sharing lessons for the betterment of the future projects. I have obtained Master of Statistics and starting career as a woman of a poor country in Monitoring & Evaluation (M&E) in a non government organization with a limited knowledge on monitoring arena. I have conducted Base Line Survey, PRA/PLA exercise, Wellbeing Analysis (WBA) on various purposes of participatory monitoring system in different levels like slums, CBOs, PNGOs & beneficiaries and prepared reports for monitoring and evaluation purpose. In addition, I have to work with village poor, small NGOs, field data, various M&E tools and developed many databases in different field for Management Information System (MIS). Now I am working in the Transparency International Bangladesh (TIB) as a Senior Manager – M&E.
