    I am looking for any information on French-speaking courses (3 months university based) on Project Monitoring &amp; Evaluation.  This would be for a national staff personnel whom I manage.  I would like to propose a intensive 3 month course at the unviersity level on Project M &amp; E.  I would be interested in Senegal, France or Belguim.

We are tired of reports that collect dust on shelves. Building on four generations of evaluation, we want to incorporate new ways of collaborating and communicating into evaluation processes.

   1. We look at evaluations as collective and co-creative exercises
   2. We think the behaviours of evaluators and evaluated critcally influence process and outcomes
   3. We include the whole chain of stakeholders, including donors
   4. We turn the chain upside down: make evaluations serve local organisations so they can improve quality
   5. We think the evaluationprocess has to empower the evaluated: learning takes place in the process
   6. We use images (photographs &amp; videos) as well as text as means for reflection and communication
   7. We choose for constructivist methodologies and build on 4th generation, Most Significant Change and Outcome mapping methods.
   8. Besides face2face meetings and paper, we use internet to support collaboration and information sharing.</description>
